TPAO Wins Rights to Two Blocks in Libya's Licensing Round

Türkiye Petrolleri Anonim Ortaklığı (TPAO) has won exploration and production rights in two blocks—one onshore, one offshore—in Libya's oil and natural gas licensing round, the country's first in 17 years.

Turkish Petroleum Corporation (TPAO) has secured exploration and production rights in two blocks—one onshore and one offshore—in Libya's first oil and gas licensing round in 17 years.

The award ceremony, held in Tripoli by the Libyan National Oil Corporation (NOC), was attended by Libyan Prime Minister Abdulhamid Dbeibeh, Minister of Oil and Gas Khalifa Abdulsadek, NOC Chairman Masoud Suleman, and representatives of numerous international energy companies.

According to the results, TPAO secured operating rights in the C3 onshore block in consortium with Spanish energy company Repsol, and in the O7 offshore block through a consortium with Repsol and Hungarian MOL Group.

A total of 22 fields were offered in this licensing round; 11 onshore and 11 offshore. The areas are estimated to have a combined size of approximately 235,000 square kilometres and reserve potential of 1.63 billion barrels of oil equivalent.

TPAO's achievement is viewed as a continuation of the energy cooperation that has developed between Turkey and Libya in recent years. The maritime jurisdiction agreement signed between the two countries in 2019 paved the way for offshore projects, and the 2022 memorandum expanded cooperation to cover hydrocarbon exploration and production activities both onshore and offshore.

Libya, currently producing approximately 1.4 million barrels per day, aims to increase production to 1.6 million barrels by end of 2026, and at a later stage to 2 million barrels.

The development is seen as an important step in strengthening TPAO's presence in international energy investments and deepening its strategic initiatives focused on the Eastern Mediterranean.
